Job Description: 

Overview

The Operations Technologist position, supporting Operations - Roads and Traffic and Parks and Cemeteries division, evaluates operational trends and opportunities such as staffing patterns, equipment and fleet utilization, operational management reporting systems, and operational process workflow and prepares recommendations for changes and/or improvements.

Responsibilities

  • Works closely with Operations, Asset Management and CityWorks staff to retrieve, track, sort, and analyze raw data to create reports that can be understood and used by management in the effective utilization of staff, equipment, and materials for workforce planning, permit approvals/renewal and route selection.
  • Develops operational flow, design, and cost options for various projects.
  • Analyzes data for efficient and effective work methods for performance measures and performance functions of the division.
  • Assists the Operations team to report key performance indicators to the Province and various Ministries, and for internal business planning.
  • Delivers in-classroom theory portion of Snow Fighter Training to Parks and Roads Operators. 
  • Collects, compiles, analyzes and reports on total salt usage for reporting to the Region of Waterloo, the Province, and other agencies as required.
  • Prepares presentations/reports for divisional management, council, City staff, and the public regarding estimated and/or actual impact of proposed and/or actual changes to technologies, procedures, legislation, and initiatives.
  • Routinely ensures data accuracy and data integrity of operational records.
  • Assists in the creation and/or development of criteria for maintenance work schedules and programs and performs field method studies and research to assess the value of current methods and/or determine alternatives.
  • Reviews development applications and engineering drawings and provides comments with respect to Operations.
  • Performs design drafting for special forms, charts, emergency management plans, maintenance route maps, and sites.
  • Works with supervisors to identify operational mapping needs, coordinates with GIS staff to develop mapping
  • Delivers results of productivity during snow events to supervisors, with ability to work overtime and after hours to support team during the event
  • Assists with the City’s Assisted Services Program for contracted snow removal for eligible residents.
  • Monitors effectiveness of and inspect Snow Storage and Disposal Facility (SSDF). Responds to alarm notifications as required, with ability to work overtime and after hours. 
  • Prepares and provides historical information to Risk Management staff and Waterloo Region Insurance Pool representatives for insurance claims, as required.
  • Assists divisional supervisors in optimizing routes, in addition to develop efficient plow, salt, sidewalk, hand salting, and road patrol routes.
  • Some after hours work may be required to provide support to operational response to weather conditions.
  • Upon receipt of permit requests from members of the public to bring equipment over City property, prepares maps with suggestions for routes and work methods to avoid damage to City property.
  • Communicates with homeowners regarding construction limitations and rectifying damage to City property.
  • Upon receipt of dedication feature requests from members of the public, works with Operations staff to determine preferred locations, prepare maps, and communicate to the requester.
  • Performs other related duties as assigned.

Education

  • Minimum 3 year degree/diploma in a related field (e.g. Civil Engineering Technology).

Experience

  • Minimum 2 years of related and relevant experience.

Additional Requirements

  • Valid MTO Class "G" driver's license and access to a personal vehicle for city business..
  • Valid Certified Engineering Technologist (CET) with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).

Knowledge, Skills, and Abilities

  • Knowledge of municipal or public services, and administrative processes and procedures including working knowledge of public works, parks, and forestry procedures, methods, and equipment usage, as well as construction and/or maintenance equipment operation.
  • Analytical, research, organizational, and problem solving skills.
  • Demonstrated excellence in verbal and written communication skills.
  • Ability to read and interpret legislation, technical journals, manuals, work orders, design drawings, by-laws, correspondence, reports and supplier information.
  • Ability to prepare and conduct training sessions for field staff.
  • In-depth knowledge of personal computer systems and competence in working with job-related software applications related to word processing, spreadsheets, databases, and inventory and maintenance management systems.
  • Proficiency in use of Cityworks, Geotab and ESRI products; familiarity with AutoCAD and ArcMap.
  • Reliable with a good attitude and employment record.
