Job Description: 

Overview

This position is Temporary Full-Time for approximately 18 months.

 

The primary focus of this position is responding to a high volume of sanitary and storm sewer locate requests during the construction season, ensuring compliance with Ontario One Call requirements and preventing damage to buried municipal assets.

 

This role also supports the Engineering Construction team and contributes to construction inspection, right-of-way coordination, and digital asset tracking, related to capital works and third-party infrastructure projects.

Responsibilities

Sanitary & Storm Sewer Utility Locates (70%):

  • Respond to routine and emergency Ontario One Call locate requests using city fleet vehicle during high-demand periods in compliance with the Ontario Underground Infrastructure Notification System Act, 2012.
  • Review excavation requests and assess conflicts with buried sewer infrastructure.
  • Meet with contractors on-site to confirm scope for work area.
  • Accurately locate and mark underground infrastructure using paint and other field marking methods in accordance with provincial standards and timelines.
  • Issue locate documentation (locate sheets) within legislated timelines.
  • Use GIS, as-built records, and CCTV data to identify infrastructure locations.
  • Identify and resolve discrepancies between field conditions and mapping data in coordination with GIS staff.

 

Right-of-Way Management (10%):

  • Review and approve third-party work within City rights-of-way.
  • Ensure compliance with municipal consent requirements and restoration standards.
  • Inspect restoration work and require corrective action where necessary.
  • Coordinate with utilities and contractors; enforce traffic control standards (OTM Book 7).
  • Liaise with the public to address inquiries and complaints.

 

Construction Site Inspection (10%):

  • Inspect municipal construction projects to ensure quality and compliance with City standards and the Occupational Health & Safety Act.
  • Monitor progress, track materials, and document daily activities.
  • Verify grades, elevations, and materials; resolve field issues with engineering staff.

 

As-Built and Constructed Asset (10%):

  • Review digital submissions (as-built and constructed assets) using AutoCAD.
  • Ensure accuracy and compliance with City CAD standards.
  • Submit finalized drawings to GIS to support asset records and future Ontario One Call locates.
  • Performs other related duties as assigned.

Education

  • Minimum 2-year diploma in Civil Engineering Technology, Technician, or a related field. 

Experience

  • Minimum 1 year of relevant experience including utility locating.

Additional Requirements

  • Registered or eligible for registration as a Certified Technician (C.Tech) or Certified Engineering Technologist (C.E.T.) with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT). 
  • Valid MTO G class driver’s license in good standing to be able to drive a City Vehicle and ability to provide Drivers Abstract at your own expense as a condition of employment.
  • Damage Prevention Training or willing to obtain with 6 months. 

Knowledge, Skills, and Abilities

  • Working knowledge of Ontario One Call processes and underground infrastructure systems.
  • Proficiency in reading engineering drawings and interpreting GIS data.
  • Strong communication and problem-solving skills with the ability to work independently in a field environment.
  • Reliable with a good attitude and employment record.
