Overview
This position investigates noise and other complaints within the City of Kitchener. This position enforces associated municipal by-laws, gathers evidence, and acts as a witness in court with respect to by-law infractions. Hours of work are scheduled on a rotating basis, inside and outside of normal business hours and over a 7 consecutive day period.
Responsibilities
- Patrolling city streets and parking lots to enforce City by-laws.
- Assists Property Standards and Licensing officers gather evidence for Zoning, Property Standards and Licensing investigations.
- Responds to noise and other City of Kitchener by-law complaints using mediation where appropriate and/or issuing provincial offence notices.
- Prepares paperwork for Provincial Offence Notice charges and attend court as a witness.
- Provides general direction to the public.
- Towing vehicles when necessary.
- Preparing daily summaries.
- Performs other related duties as assigned.
Education
- 2-year post-secondary diploma in Law and Security, Protection Security and Investigations or Police Foundations.
Experience
- Minimum 1 year of related experience in Law Enforcement.
Skill Equivalency (if applicable)
Note: All interested applicants are encouraged to apply. In the event there is no successful applicant with the stated level of education and experience, other applicants will be considered if a combination of their education and experience meets the following pre-determined equivalency:
- Grade 12 Diploma plus up to 1 year of post-secondary courses with minimum 2 years related and relevant experience or 3-Year Degree/Diploma with minimum 6 months related and relevant experience
Additional Requirements
- Valid MTO G class driver’s license in good standing to be able to drive a City Vehicle and ability to provide Drivers Abstract at your own expense as a condition of employment.
- Valid CPR Level “C” and Standard First Aid Certificate.
- Provide a satisfactory Vulnerable Sector Check at your own expense as a condition of employment.
Knowledge, Skills, and Abilities
- Developed skills in the use of a personal computer, with the ability to use software programs such as: AMANDA, OnPoint, Windows, Microsoft Office, Outlook, etc., with accurate keyboarding skills.
- Understanding of various Municipal By-Laws such as Noise, Parking, Open-Air Burning, Towing, Encroachments and Dumping.
- Ability to support and project values compatible with the organization.
- Familiar with police dispatch and radio protocol and able to assess situations.
- Willing to obtain the Environmental Noise Certification certificate.
- Able to carry and issue tickets using a handheld computer (approx. weight 2 lbs).
- Physically fit and able to walk and drive for an entire shift.
- Possess good public relations skills and be able to handle potentially abusive situations.
- Ability to communicate well and testify in court.
- Willing to wear a uniform as supplied and maintain a neat and professional appearance at all times.
- Highly motivated and capable of working independently and can analyze situations with problem solving, negotiating and mediation skills.
- Detail oriented and can take clear and concise notes.
- Reliable with a good attitude and employment record.
